What is a Kings County All-Star?
The Kings County All Star program is a source of learning leadership, citizenship, and life skills. The duties and activities involved in the All Star program teaches all three skills and provide older members with an outlet for putting the skills they have learned to good use. The best and brightest 4-Hers are selected to represent the county. These are members who have excelled in their own projects, have served their county program in other ways, and have been deemed worthy to represent their fellow 4-Hers.
A Kings County 4-H All Star is the highest star rank that can be achieved at the county level. An All Star has shown and continues to display the following criteria:
- Enthusiasm and commitment to the 4-H program
- Has completed all the requirements
- Involved in 4-H County and Out-of-County events
- Demonstrated outstanding leadership skills
- Active in their club
- A positive role model for all 4-H members
- Enjoys public speaking
The 4-H members that are chosen to be All Stars have shown exemplary accomplishments in the 4-H Program and the community.
Why Does 4-H Have All Stars?
The Kings County 4-H All Star program is a source of leadership development. The best and brightest 4-Hers are selected to represent the county. These are members who have excelled in their own projects, have served their county program in other ways, and have been deemed worthy to represent their fellow 4-Hers. The All Star rank recognizes members’ leadership abilities, but it is also a working honor. Besides their regular projects and activities, All Stars are required to assist with county events, develop an All Star projects, and reflect positively for the program. This provides older 4-Hers with something to strive for and keeps high school-aged members in the program, providing leaders for younger members and, in turn, someone for younger members to look up to. All of this adds up to a unique leadership experience special to the 4-H youth development program.
All Star Selection Process
Requirements to apply for a Kings County All-Star:
4-H members must:
- Have completed 3 years of 4-H (Must currently be in at least the 4th year)
- Must be 15 years of age as of December 31 of the serving 4-H program year.
- Hold an Emerald Star Ranking
- Hold a County 4-H Ambassador Ranking
- Submit a 4-H Record Book

Requirements to be complete while a Kings County All Star:
Besides their regular projects and activities, All Stars are required to assist with county events, take an active role within the 4-H program, and demonstrate their leadership abilities to their fellow 4-H Member.
Upon Completion, the member will be eligible for the Kings County All-Star Scholarship.
ALL STAR CANDIDATE SELECTION SCORING
Leadership Experiences (40 Points)
Evidence as shown by committee service, holding an office, attending leadership training events (such as officer training, LCORT, State 4-H Conference, regional conferences, etc), Emerald Star project, Junior/Teen Leadership, leadership outside of 4-H, etc. At least 75% of the leadership shown should be in 4-H.
Understanding of 4-H Program (20 Points)
Be sufficiently familiar with the purpose, goals and benefits of 4-H to be able to represent the program accurately to new families, young members and the community.
Public Speaking (20 Points)
Past experiences with public speaking such as 4-H presentations and talks and other speeches outside of 4-H (5 points) Development and delivery of the Planned Talk given during the All Star selection process (10 points) Ability to respond to interview questions with ease and confidence (5 points)
General Level of Maturity and Readiness (20 Points)
Demeanor and attitude during the selection process that indicates the candidate truly wishes to be an All Star, understands the role and responsibilities and is ready to make All Star service a priority. Committee will be looking for an overall impression given through past experiences, interview behavior and dress that reflects a sense of enthusiasm and maturity.

All-Star Application will be handed out at the Allstar/Ambassador Interest Meeting or contact the 4-H Office to receive an application.
Marion Brazil Memorial Scholarship Fund
Marion Brazil Memorial Scholarship is only available to Kings County All Stars.This scholarship is from the Marion Brazil Memorial Scholarship Fund, established in honor of Mr. Brazil by his wife in 1961.
You are eligible to receive the Brazil 4-H All Star Scholarship of $1,500 upon enrolling in your second full time term at an accredited college, university or trade school in California. You must be enrolled as a full-time student, defined as 12 quarter units or 15 semester units. Forms will be mailed to you from the UCCE Office.
You may apply to have your scholarship renewed next year provided you remain a full-time student and earn a cumulative GPA of at least 2.5. Those forms will be sent to you next year if you accept the scholarship this year.
(PAST) Prior to 2018/2019 All-Star Requirements
Why did my older friend or silbing have different requirements??
Prior to 2018/2019 (Past) All-Star Requirements were different because the state or county did not offer an Ambassador program. In 2018, the Ambassador program was implemented and therefore the requirements for our county All-star program were adjusted to allow for the new ambassador program. Here is a list of the (Past) all-star requirements:
At the time of applying to become an All Star Candidate, an applicant must meet the following criteria:
1. Have completed 3 years of 4-H (Must currently be in at least the 4th year of 4-H)
2. Be 15 years of age as of December 31st of current program year (July 1-June 30)
3. Have earned a Gold Star at least by the end of the previous club year (June 30)
4. Hold the Emerald Star Rank (or will after Exit interviews in the Spring, prior to All Star Candidate application due date.)
5. Submit a 4-H Record book
Transition Year to Implement Ambassador Program
The state has changed the All-Star Leadership Program to a 4-H Ambassador Program. They have put out new guidelines and a new handbook. The state will no longer have an All-Star Ranking recognized at a State Level. Please see our 4-H Ambassador Page for more information and the new handbook.
We have decided to continue to offer the All-Star Program at a County Level. This will allow our members that complete the All-Star program to be eligible for the Kings County All-Star Scholarship.
Starting for the 2019/2020 program year, all applicants must meet all the all-star eligibility requirements in order to be eligible.
